I would like you to help me with one question please. I want to ask questions about a teacher who teaches disabled students. Can I ask:
How disabled are her students?
and the answer is : they are deaf, dumb,....

Almost correct. "How disabled are they?" = "To what degree are they disabled?".
You want to say "How are they disabled" = "In what way are they disabled?".
To summarise:
How + [adjective] + [to be] + [(pro)noun] = asking to what degree the adjective applies.
How + [to be] + [(pro)noun] + [adjective/verb (ing form)] = asking how the adjective or verb applies.
