    Hello

    I'd like to know what "all over" means in this situation.
    At a crime scene.
    Police: Did you see anyone run off?
    Witness: No, it was all over by the time we got here.
    Does the witness say there wasn't anyone here, or there were lots of people around here?

    Hello,

    All over means: there wasn't anyone here.
    All over/over means it is finished, and you probably know 'Game over', don't you?
