    Tense/Correct or Incorrect

    Hello.
    Okay, so here's the thing. I will try to explain it the best I can.
    A group on FB (I don't know if I'm allowed to write the full name) has a rule which says:
    ''If the picture is not yours, credit the original source or say that it doesn't belong to you.''
    Now, there was a small argument which is not important right now.
    The sentence that came out of that argument which is bothering me is this one:
    ''I can recall asking myself why Ed wrote 'this is a SPOTTING group' when the rules clearly stated that we can say that the photo isn't ours.''
    Now, the green part of the rule was valid in the past, at some point before the argument happened, and it still is now, at the present moment.
    So, the question is:
    Should the blue part also be in the past tense although the rule still applies in the present?

    I hope you can understand what my problem is. Thank you for any reply.
