    In this sentence what does the phrase "are to be studying" means?

    I am to meet the Managing Director at 3 means that it has been arranged and scheduled.
    The students are to be studying from 1-3 pm in the afternoon means that everything has been planned and prepared beforehand so that the students study at that place at that time.
