    The President and his wife are to visit Paris next week.
    Students are to be at school at 8.00.

    Il s'agit d'un arrangement planifié pour une action future.

    NB : dans la presse, "are" ne figure pas dans la phrase qui sert de titre à l'article : "Queen X to visit Paris tomorrow".

    Cette forme "to be to" peut être utilisée pour donner un ordre :

    You are/you're to do your homework before you play football with your friends.

    Cette forme se rencontre à la voix passive dans des instructions :

    This form (formulaire) is to be filled in capital letters (majuscules).

    Hello !

    When you say in French : "L'agenda du président est prêt : il doit visiter Paris la semaine prochaine", you mean that his visit is to take place in the future. I've written "is to take place" as it's about an arrangement which has been planned for the future : he is to visit Paris.

    When you say that the president has to visit Paris next week, you talk about an obligation.

    When you say that the president will visit Paris next week, you simply predict a future happening.
