    Hello everyone!

    I am confused by using should, could and would when I have to express something which did not happen in the past. For example, can I say:
    These tenders, according to their nature and value, should (have)or(had) been awarded through either copmetitive or restricted tendering methods.
    Tell me if which is appropriate answer Could you please tell me which answer is appropriate between have and had.
    Thank you for your help.
    You can even give some clarification by using could and would as mentioned above.

    should have been awarded is correct.
    should had been doesn't exist.
