    Hello
Moussa fired tear gas to disperse people because he was feeling threatened :
Why did he fire tear-gas ? (Cause) Because he was feeling threatened.
What did he fire tear-gas for ? to disperse people (Purpose, aim)

Cause precedes action purpose follow the action.
